Salary Range: $47,092 – $56,610 annually


The City of Asheville’s Finance Department is seeking a motivated and talented Budget Analyst to support the City’s capital project program, including implementation of a new $74 million general obligation bond referendum program. This is a professional position requiring strong analytical ability, effective communication skills and a penchant for collaboration to support the development, evaluation and prioritization of the City’s capital projects.

The ideal candidate will possess one (1) to three (3) years’ experience in governmental budgeting, management analysis or consulting and possess a bachelor’s degree in public administration, public policy, and/or business administration. Must be a self-starter, strong communicator, flexible, customer-focused, skilled in problem-solving and project management, and have ability to work independently as well as being an active team member.

Duties & Responsibilities

  • Assists with the preparation and analysis of the City’s five year capital improvement program by working with departments to identify, analyze, prioritize and evaluate capital needs.
  • Provides professional consultation and guidance to departments in formulating budget requests, estimating and projecting expenditures, and revenues and preparing budget documents.
  • Assists project managers with financial and budgetary management of capital projects.
  • Develops and prepares internal and external reporting on capital projects including project timeline tracking and financial status.
  • Serves as a key resource in collaborative discussions with other departments and finance staff to refine the scope, cost and funding for capital projects.
  • Develops and maintains data analytics for capital related projects, including maintaining data on estimating and projecting expenditures, updating cash flows, conducting forecasting for strategic planning, and informing debt draw down schedules.
  • Processes and posts budget revisions and amendments.
  • Performs other similar duties as required.

Education & Experience

  • Bachelor’s degree in public administration, public policy, business administration or a related field, with one (1) to three (3) years of professional experience in governmental budgeting, management analysis and consulting.
  • A master’s degree in public administration, public policy, business administration, or related field is desirable and may be substituted for experience.

  • Knowledge of local government financial and management concepts, including fund accounting, indirect cost allocation, program evaluation, strategic planning, performance measurement, personnel compensation and benefits, etc.


  • Effective communication skills, including developing presentations, memoranda and summaries.
  • Strong analytical skills, including analyzing programs and policies, synthesizing information, and presenting sound recommendations to management.
  • Financial analysis including rate modeling, multi-year budget projections and personnel cost projections.
  • Problem solving skills in resolving complex issues involving multiple stakeholders or views, using independent judgment and tact in the workplace.
  • Customer service skills to support departmental partners, management, elected officials, boards and commissions, and the public.


  • Develop and maintain effective working relationships with employees at every level of the organization, including collaborating with others from across the organization to assess options and optimize solutions.
