Job Description:

Located in the heart of North Carolina’s Piedmont, Rowan County is attractively and conveniently nestled between the State’s largest city and its Capitol. Rowan County is made up of more than 20 departments and nearly 1,250 employees that are committed to providing a wealth of services to County residents and businesses. The County is currently accepting applications for the position of Director of Purchasing and Contract Administration to develop, implement, and enforce policies and procedures related to purchasing and contracted services.

Essential Duties & Tasks:

This is a new position and a one-person department, and the Director will be solely responsible for the departmental budget and all aspects of:
Purchasing: conducts interviews with Department Directors to understand their purchasing needs; writes all Requests for Information, Requests for Qualifications, Requests for Proposals, and Invitations to Bid; manages all aspects of the formal and informal bid process; ensures compliance with all State, federal, policy, grant and budget requirements; issues purchase orders; answers daily questions related to the purchasing process; negotiates prices; presents to the Board and obtains approval to issue proposals and award bids; and purchases vehicles and other items as needed.
Contract Administration: serves as the County contract administrator; builds (from the ground-up) a comprehensive database and system to manage all aspects of contracts and leases; reviews contracts and negotiates terms; obtains administrative, legal, pre-audit, and Board approval; routes contracts for signatures and execution; tracks expiration dates and notifies departments accordingly; coordinates contract/lease renewals; terminates contracts when necessary; manages retention of documents; posts contracts on County website; and responds to requests for public information.

Qualifications:

Minimum Requirements:

  • Master’s Degree in Public Administration, Business Administration, Technical Writing, or a closely-related field and 2 years of purchasing and contract administration work experience; or
  • Bachelor’s Degree in Public Administration, Business Administration, Technical Writing, or a closely-related field and 4 years of purchasing and contract administration work experience; or
  • Associate’s Degree in Public Administration, Business Administration, Technical Writing, or a closely-related field and 6 years of purchasing and contract administration work experience; or
  • an equivalent combination of certification, education and experience.
  • Degree/Coursework must be from an appropriately accredited institution.

Preferred qualifications include significant purchasing and contract administration experience, preferably with a public agency subject to formal and informal bidding procedures and the associated contract administration process. Certified Local Government Purchasing Officer certification preferred.

Skills and Abilities: The successful candidate will be extremely well-organized; be dependable and possess the ability and willingness to follow-through; be willing and able to get along with other departments, vendors, administration, and the public; be an excellent writer; be able to work independently with minimal administrative support; and have strong presentation skills.
