<p><strong><img class="alignright" src="http://www.charlottemagazine.com/images/cache/55e0be86cb3615d14b94d473012c755a.jpeg" alt="" width="250" height="194" />Major Duties &amp; Responsibilities: </strong>The Charlotte &#8211; Mecklenburg Police Department Business Services Manager is a key member of the Charlotte – Mecklenburg Police Department Leadership team directly responsible for planning, directing and managing the Department’s comprehensive fiscal affairs and human resources programs.</p>
<p>Position provides budget management, human resources management, audit and consulting services to the Chief of Police, Department Leadership and employees, to including providing assistance in strategy and policy interpretation, problem resolution and compliance.</p>
<p>Under general direction from the Chief of Police and Chief of Staff the position is directly responsible for leading and managing all aspects of the Department’s Fiscal Affairs and Human Resources functions to include but not limited to:</p>
<ul>
<li>Department Fiscal Affairs operations inclusive of development of annual strategic operating budget and capital investment plan, grants and contracts administration, systematic budget monitoring and analysis and overall management of service to external and internal customers;</li>
<li>Department Human Resource Management operations to include recruitment, workforce planning and analysis, performance management, leave administration, payroll and benefits administration;</li>
<li>Performance Management and Reporting inclusive of Balanced Scorecard, analysis and reporting on progress toward business plan objectives, and development of strategic initiatives strategies to support business functions and delivery of services.</li>
<li>In addition, this position serves as the key contact person within CMPD to facilitate and implement cross Divisional work processes.</li>
</ul>
<p align="left">The work involves the ability to exercise independent judgment and initiative and involves extensive contact with other internal service providers and customers. Must demonstrate the ability to serve on citywide level committees and work teams to make sound recommendations and establish collaborative relationships. Work involves extensive public contact and collaboration with employees, officials of other city departments, representatives of other units of government and agencies; and the general public.</p>

<p><strong>Minimum Qualifications:</strong></p>
<p align="left">Incumbent must have the ability to learn and apply extensive business administrative management practices to support a diverse Department. Incumbent must be adept using various productivity and software analysis tools such as Micro Soft Word, Excel, as well as many other internal software applications.  Position requires a Bachelor’s Degree and preferably a Master’s Degree in Business Administration or a related field of study and seven to ten years of work experience.</p>
<p>Qualified candidates should have progressive management experience in budget and/or human resources administration, municipal operations and program evaluation.  The ideal candidate will have a proven track record in setting and achieving strategic goals; demonstrating leadership in support of the Department and City missions and values; providing excellent customer service, and being an agent for change.  Additional requirements include excellent interpersonal, public relations and communication skills and the ability to build strong business relationship</p>

<p>This is the full journey-level professional class.  Incumbents are required to fully understand, interpret and apply G.A.S.B., G.A.A.P. and cost accounting rules and regulations.  Incumbents prepare projections and conduct forecasting and must understand governmental accounting systems and the flow of transactions between systems in order to extract and manipulate data for required reports.  Incumbents may serve as a lead for lower levels and may provide training. &lt;br /&gt;Bachelor&#8217;s Degree in Accounting, Finance or Business Administration and four years journey level experience related to the area of assignment  or an equivalent combination of training and experience.  Licensing Requirements:  Some positions may require &#8211; Valid Driver&#8217;s License.</p>
<p><strong>Special Requirements</strong></p>
<p>The responsibilities of this position related to budget and financial reporting group will involve:</p>
<ol>
<li>Work with assigned human services department to prepare annually adopted budget in accordance with regulations of the NCDHHS and policies and procedures as defined by the Budget Department. Attend meetings as scheduled. Prepare detailed analyses and workpapers supporting budget amounts that are complete, concise and meet needs of the department for making budget decisions.  Enter budget information to budget system accurately, completely and by the due dates.</li>
<li>Monitor on a continual process the budget/actual activity for the areas assigned.  Meet at least monthly with the department to discuss budget and activity.  Prepare requested analysis.</li>
<li>As assigned, prepare financial reports in accordance with applicable State requirements, NCDHHS regulations or generally accepted accounting principles for governments.  Reports must be supported by appropriate general ledger detail, accurate, complete and filed by the due date.</li>
<li>Monitor a fiscal analyst assigned to the project or activity including reviewing work, providing guidance on task assigned, and answering questions as needed.</li>
<li>Prepare special projects and analysis as requested by supervisor.</li>
</ol>
<p>The successful candidate will have a BS in Finance or Accounting with four years progressively complex experience in financial budgeting, accounting, reporting and management, preferably in a government environment or an equivalent combination of education and experience. Knowledge of GAAP, NC General Statutes, and NC Department of Health &amp; Human Service program requirements and revenue streams is preferred.  The candidate should have strong analytical and problem solving skills, excellent oral and written communication skills, experience with governmental accounting systems, and demonstrated organizational and time management skills.</p>

<p><strong>Primary job function and duties: </strong><br />
The Budget and Management Analyst will perform varied and complex professional work within a team environment in the evaluation and management of City resources, including the review and analysis of City operating and capital budgets. Duties include analysis of departmental performance measures and budget requests; preparation of management, productivity and operations studies; development of recommendations for improving policies, procedures, methods, and systems of operations; statistical analysis of revenue and expenditure trends. This individual must have strong written and verbal communication skills; assignments will include preparation of written analysis and evaluations for City Council, executive staff and public review, along with periodic public presentations. This individual must be able to maintain effective working relationships and facilitate diverse groups in decision making processes. <strong>This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.</strong></p>
<p><strong>Minimum Qualifications:</strong></p>

<li>Master’s Degree in Public Administration, Business Administration or related field</li>
<li>1 year experience in public sector program analysis and/or management (indicate on application)</li>
<li>Computer skills including Microsoft Office software package (indicate on application)</li>

<h2>Assistant Finance Director/Budget Manager (Exempt)</h2>
<div><strong>General Statement of Duties:</strong></div>

<li>Plans and prepares recommended policies, guidelines and instructions to be followed by County personnel in the formulation of annual and capital improvement budget requests.</li>
<li>Coordinates and prepares budget documentation, including budget transfers and amendments, revenue projections, statistical data and other fiscal information.</li>
<li>Prepares the preliminary and final compilation of the recommended annual operating budget and capital improvements budget for review by the Finance Director and County Manager.</li>
<li>Plans, organizes and directs the Finance Department functions relating to budget, payroll, debt service, and other accounting functions as needed.</li>
<li>Supervises and maintains financial accounting systems for the County in compliance with generally accepted accounting principles, the Budget and Fiscal Control Act, and other applicable Federal and State laws.</li>
<li>Supervises professional and paraprofessional staff; participates in selection decisions, assigns and prioritizes work, provides training and staff development, conducts performance evaluations, provides technical assistance on financial issues and handles complex personnel issues.</li>
<li>Supervises and participates in the analysis of current operating expenditures and the estimating of future expenditures.</li>
<li>Supervises and participates in specific research projects concerning budget and payroll issues.</li>
<li>Monitors budget and payroll management activities of County operations.</li>
<li>Reviews periodic financial reports; performs financial analysis and produces reports for Finance Director, County Manager, Commissioners and auditors as needed.</li>
<li>Serves as the liaison between the Finance Director and the County Department Heads, assists and trains in performing tasks associated with budgeting and payroll, resolves issues as they arise, and maintains an efficient operating process.</li>

<div><strong>Desirable Education and Experience:</strong> Bachelor’s Degree in accounting, public finance, or business from an accredited college or university and five to seven years of experience in public finance administration; or an equivalent combination of education and experience. A Master’s Degree in Public Administration and experience with Munis software is preferred.</div>

<h2>Finance Officer</h2>
<p>The Finance Officer, under the direction of the County Manager and serves at the pleasure of the Board of Commissioners, is responsible for performing administrative and fiscal control work in planning, organizing, and directing the financial activities of the County.</p>
<p>This position is exempt from the overtime provisions of the Fair Labor Standards Act.</p>
<p><strong>Responsibilities:</strong></p>
<ul>
<li>Supervision of purchasing, disbursement, fixed assets, accounting of revenues and expenditures, collections, billing, payroll operations,</li>
<li>Investing funds,</li>
<li>Preparation and administering of annual budget, financial reporting,</li>
<li>Ensuring that accurate accounting information is available to management and departments in a timely manner,</li>
<li>ensuring that controls are in place and are sufficient to facilitate the safeguarding of assets from loss or misuse,</li>
<li>Maintains direct responsibility for all aspects of financial reporting and the annual audit of the County’s financial records, preparing the annual report and single audit.</li>
</ul>
<p>Schedule of financial assistance in strict compliance with NC General Statutes, Generally Accepted Accounting Principles and other State and Federal Financial reporting guidelines. Must be able to analyze a large amount of fiscal data and perform detailed analysis for the purpose of planning and forecasting.</p>
<p>Will be responsible for supervision of departmental employees in providing them with leadership and guidance as needed. Must have successful supervisory experience and proven ability to communicate with citizens, staff and elected officials.</p>
<p>Work is performed in accordance with established County finance procedures, local ordinances, and North Carolina General Statutes governing the responsibilities of local government fiscal operations.</p>
<p><strong>Minimum Training and Experience:</strong> A Bachelor&#8217;s degree or education and training equivalent to four years of college education in accounting, economics, finance, management or a closely related field. Preference given to CPAs and has three to five years of local government finance experience, particularly NC experience. Certified Local Government Finance Officer preferred. Must have knowledge of NC laws and statutes governing local governmental finance.</p>

<p>The Assistant Register of Deeds has primary responsibility for developing, coordinating, and supervising the office&#8217;s annual budget and its business plan, including reliable projections of revenues and expenditures. This work requires strategic interaction periodically with the county budget office, monitoring revenues and expenditures throughout the fiscal year, and preparing requested budget information and documents for the Register, county staff, county commissioners, and others. In addition, the position manages office contracts, oversees payments, and develops, monitors, and enforces internal revenue and spending controls. A Bachelor’s degree in: Business Administration, Finance, Accounting or relevant discipline is required and a Master&#8217;s degree in Public or Business Administration is preferred.</p>
<p>In addition, the position requires assigning, monitoring, and managing staff work performance by directing subordinate supervisors, including making final decisions on hiring and disciplinary actions; evaluating office program and work objectives and effectiveness; assessing and delivering performance reviews; and re-aligning work and staffing assignments as needed and/or requested by the Register.</p>
<p>The position requires frequent contact with coworkers in direct reporting and colleagues in outside relationships to address work issues and to consider, develop, convey, and implement general and particular office policies. This contact might involve the negotiation of sensitive issues and/or the support of controversial positions. A primary duty is evaluating customer satisfaction, developing collaborative relationships and associations, and utilizing available resources to continuously improve external and internal customer relations and satisfaction. Additional duties include preparing and delivering presentation materials, research, policy options and positions, and other relevant findings to customer groups, peer groups, county staff, and county commissioners, all in accordance with the policies and practices established by the Register of Deeds.</p>

<p>Work involves posting cash receipts, journal vouchers, encumbrance journals, invoice entries, cash disbursement to GL and various bank and GL reconciliations.  Reviews, analyzes and prepares various state and federal reports.  Assists with the preparation of various financial statements and reports.   Excellent communication and presentation skills necessary.</p>
<p>Three years of professional level supervisory experience in government or auditing and a bachelor’s degree in accounting, finance, or related field, or equivalent required.  CPA or ability to obtain preferred.</p>
