Position Description:
Wake County Budget and Management Services (BMS) seeks a Budget Manager to assist the Director with the development, implementation, and management of the enterprise-wide operating budget. Responsibilities include day-to-day oversight of operating budget management and development processes and functions, such as management of the annual operating budget development process, centralized budget and position control monitoring efforts, and budget, management and policy analysis. The position will be visible with presentations to the Director, Deputy County Manager, Leadership Team and the County Board of Commissioners.

Primary Responsibilities:
This job may include the following job duties and is not an all-inclusive list of all job duties that may be required. Employees will be required to perform other related duties as assigned.
• Manages the preparation, presentation and publication of the Wake County operating budget. Provides coordinated support and analyses to Budget Director and County Manager’s Office to develop the Recommended and Adopted operating budgets. Directs a team of professional staff in this objective.
• Responsible for the day-to-day management of the enterprise-wide operating budget. Administers central budget and position control monitoring and analysis efforts. Oversees preparation and execution of Board of Commissioner approved budget amendments to ensure budget integrity.
• Coordinates and directs operating budget expenditure and revenue projections and analyses.
• Seeks innovative and creative solutions to budget issues based on comprehensive knowledge of local government principles, policies and practices.
• Coordinates and collaborates with other internal service departments to develop and implement the annual operating budget.
• Manages a portfolio of Department assignments. Evaluates funding and program requests. Reviews and executes budget adjustments, contract approvals and position authorization actions in accordance with organizational policy. Provides management consulting and analysis services.
• Conducts special projects as assigned by the Director and the County Manager’s Office.

Minimum Requirements:
Bachelor’s Degree in Public Administration, Public Policy, Business Administration or Finance and six years of closely related, progressively responsible budget experience.

Preferred Experience, Skills and Training:
Proficiency in Microsoft Office products; working knowledge of budget and financial systems; thorough knowledge of principles of public administration including organization, public policy and fiscal management; Master’s Degree in Public Administration, Public Policy or Business Administration; experience in leading work teams; project management experience; experience implementing budgets with a Human Resource / Finance / Budget ERP system.

Salary Minimum: $64,750
Salary Maximum: $110,250
Hiring Range: $75,000 – $90,000

Major Duties and Responsibilities:

Works with other members of the CATS budget team in performing complex analytical and managerial work in support of developing and implementing the CATS annual operating budget, 5-year Community Investment Plan, and city-wide strategic plan. Includes significant interaction with internal City departments, senior CATS management staff, and vendors. Independently identifies and pursues strategic areas of fiscal and operational interest for evaluation and analysis. Performs complex quantitative and qualitative analyses and develops special studies evaluating the efficiency and effectiveness of departmental procedures, operations, and programs. In support of analytic work, builds queries and reports using available resources, including data from MUNIS, PeopleSoft, Clarity and other relevant internal systems. Translates and communicates analyses in both written and oral formats as recommendations for senior management consideration and approval.

Minimum Qualifications:

Requires Bachelor’s degree earned from an accredited college/university in Public Administration, Public Policy or Business Administration, or a closely related field; Master’s degree is a plus. Requires one year of direct professional experience performing complex analytical, financial functions, and/or program management functions, preferably in a public sector setting. Requires strong analytical and quantitative skills, to include an understanding of basic statistics and financial forecasting methods; technical proficiency at an advanced user level of spreadsheets (pivot tables a must), query development (knowledge of SQL query language desirable), word processing software and internet research; strong oral and written communication skills; and interpersonal and customer service skills. Must be able to pass a pre-employment drug screen, criminal background check, a DMV report, and be eligible for a City Driving Permit.

Major Duties and Responsibilities:

CATS is seeking a Budget Supervisor to coordinate the development of CATS operating and capital budgets in compliance with established policies, information, and processes. CATS is an enterprise fund of the City of Charlotte which requires the Budget Supervisor to focus on coordination between budget and financial functions. The position supervises a professional staff, coordinates with management and staff on budget development and implementation; develops and provides cash flow and debt service projections; develops and implements program for charge-back of eligible project administration costs to capital projects, assists with audits and performs other duties related to CATS operating and capital budget programs. Provides routine and specialized financial reports, budget documents and presentations to various boards and other agencies. Performs specialized research and develops programs in support of CATS business. Coordinates information and work across departmental lines. Reports to CATS Budget Manager.

Minimum Qualifications:

Requires a Bachelor’s degree earned from an accredited four-year college or university; MBA/MPA preferred. Requires five (5) years of experience in area of complex financial analysis, municipal budgets and financial management; or the ability to quickly transfer budget and financial management knowledge, skills and abilities to a transit setting; transit financial management experience is a plus. Requires minimum of two (2) years of progressive supervisory experience. Requires superior knowledge of Microsoft Suites, particularly advanced level functions of Excel, and the demonstrated ability to learn and work with all City financial systems.

Budget Analyst – Rowan County

Salary: $47,543 – $75,849  |  Open Until Filled

Rowan County is seeking a qualified professional for a challenging opportunity. Under the supervision of the County Manager, this position will assist in preparing annual operating budgets, capital budgets, and capital improvement plans for review by management and adoption by Commissioners. Other tasks will also be assigned for the County as required. This position will require long hours, attention to detail and unwavering ethics.

Requires a Master’s Degree in public administration, accounting, or business administration and two to three years of experience in local government budgeting. Strong communication and computer skills are required.
